Radio 3 Documentary Forbidden ??

I wonder if anyone can say why the Radio 3 Documentary "Japan's Never Ending War" does not seem to be available for download outside of Britain, while all the other episodes in the series are available? I would quite liked to have had a listen to see what it is about but download fails and says it is forbidden.
